With reference to Sir Cecil Clementi's

despatch No.39 of 22nd January, 1930, I have the honour

to forward for Your Lordship's information the accompanying copies of the first annual report of the Hong Kong Society for the Protection of Children and

an interim report issued by the Society in May of this

year. In this connection I would invite Your Lordship's

attention to the remarks regarding muit sai on page 3 of

the interim report which are of special interest in view

of the recent attacks on that system.
